If you want to test it out on your journal, goto http://www.livejournal.com/customize/advanced/styles.bml , create a new style. Under layer, select other, and put in layer 620048.
There's a set of themes available in CVS. Changelog post is at http://changelog.livejournal.com/1140950.html .
